INVITATION FOR BIDS (IFB)

The Boise City/Ada County Housing Authority invites sealed bids from qualified contractors for the construction of the Region Four Substance Abuse & Mental Health Crisis Center, at 324 West Allumbaugh Street, Boise, Idaho 83703. The work consists of the construction of a concrete masonry and wood-frame structure on a 1.76 acre site, including site work, in accordance with plans and specifications prepared by Hummel Architects PLLC.

All Bids are subject to all applicable Federal and Idaho State Laws and Regulations.

Sealed Bids will be received until 5 PM on April 21, 2009 and publicly opened the following day at 10 AM on April 22, 2009, at the Boise City/Ada County Housing Authority, Construction Department, 1276 River Street, 2nd floor Conference Room, Boise, Idaho 83702. All bids shall be accompanied by a Bid Bond or certified funds that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Boise City/Ada County Housing Authority.

Bid Packages will be available for pick-up beginning March 31, 2009 from 9 am to 4 pm, Monday through Friday, excluding federal holidays, at the office of Hummel Architects PLLC, 2785 N. Bogus Basin Road, Boise, Idaho 83702.

Bonafide Prime Bidders and major Sub-bidders may obtain one (1) complete set of Bid Documents at the office of Hummel Architects PLLC, 2785 N. Bogus Basin Road, Boise, Idaho 83702 upon deposit of Three-Hundred Dollars ($300.00) per set. Or one (1) complete set of Bid Documents on CD in PDF format free of charge. The deposit will be refunded upon receipt of documents, in good condition, within 10 days of bid opening date. All bids must be submitted on the forms furnished and must be signed by the Bidder in pen and ink with his name and mailing address.

Prime Bidders and Sub-bidders are encouraged to attend the Pre-Bid Conference. The Conference will be held at 10 AM on April 10, 2009 at the office of the Boise City/Ada County Housing Authority, 1276 River St. 2nd floor Conference Room, Boise, Idaho 83702.

The lowest, responsive, responsible, and qualified bidder must hold a valid and appropriate Idaho Public Works Contractor’s license prior to bidding for the Work contemplated herein, and shall provide proof of license at the time of submitting its bid. The Boise City/Ada County Housing Authority may reject any and all bids, and waive informalities or minor irregularities in bids received, and to accept the bid deemed best for the Boise City/Ada County Housing Authority.

Bids received after the time of opening shall not be considered, and no bidder may withdraw its bid after the hour set for opening, or before award of contract unless said award is delayed for a period exceeding sixty (60) days.

Before a contract will be awarded for the work contemplated herein, the Boise City/Ada County Housing Authority shall conduct such investigation, as it deems necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of project specified under this Contract. Upon request, the Bidder shall submit such information as deemed necessary for such evaluation.

The successful Contractor shall carry out his employment practices and payment of wages according to the provisions of Title 44, Chapter 10, Sections 44-1001 through 44-1006 inclusive, Idaho Code Amended, and shall comply with the Equal Employment Opportunity (EEO) provisions, Minority Business Enterprise (MBE) provisions, Disadvantaged Business Enterprise (DBE) provisions and Davis/Bacon Wage Determination as defined in the respective Code of Federal Regulations.
