Grant Programs

The grant programs offered by the Boise City/Ada County Housing Authority are designed to provide housing assistance and supportive services for local homeless families and individuals. Tenants receive supportive services that help address the reasons for their homelessness, which may include mental illnesses, disabilities, or fleeing from domestic violence. The goals of the program are to assist tenants to increase their skills and/or income, and residential stability.

Homeless Prevention and Rapid Re-Housing Program (HPRP)

Stimulus funding made available for Ada County and Boise through the Homeless Prevention and Rapid Re-Housing Program (HPRP) has been fully committed and the program has closed. In the event residual funding becomes available, an update will be posted at:

http://www.cityofboise.org/Departments/PDS-HCD/index.aspx.The City of Boise received HPRP funds from the U.S. Department of Housing and Urban Development under the American Recovery and Reinvestment Act of 2009. The intent of the program is to assist persons who are homeless or would be homeless but for this assistance. The program is designed to assist persons that can remain stably housed after the temporary assistance ends. Interested persons who need long-term or intensive support can be provided referrals to other community resources for assistance.

Funds are available to provide housing assistance, supportive services and case management for individuals and families who are in housing but are at risk of becoming homeless in addition to those experiencing homelessness and need temporary assistance in order to obtain and retain housing (rapid re-housing). HPRP is not a mortgage assistance program. HPRP funds are only eligible to assist program participants—whether they are renters or homeowners about to become homeless—pay for utilities, moving costs, security deposits and rent in a new unit, storage fees, and other financial costs or services. HPRP funds are not eligible to pay for any mortgage costs or legal or other fees associated with retaining homeowners’ housing. Click HERE to read the HPRP Information Packet.

SHP- Stewart B. McKinney Supportive Housing Programs

The Supportive Housing Programs are designed to provide housing and services that will allow homeless persons to live as independently as possible. Grants under the Supportive Housing Program are awarded through a national competition held annually under the Boise City/Ada County Continuum of Care. SHP programs offer Transitional and Permanent housing programs to local homeless families, and chronically homeless individuals.

Shelter Plus Care Program (S+C)

The Shelter Plus Care Program provides tenant-based rental assistance to homeless persons with disabilities (primarily those with serious mental illness, and/or chronic substance abuse issues). The program is designed to provide housing and supportive services to participants on a long-term basis. The services for the program are funded by other Federal, State, or local resources, as well as private sources.

Transitional Housing for Victims of Domestic Violence

The Transitional Housing program is a federally funded grant designed to provide temporary housing for victims of domestic violence, sexual assault, and/or stalking. The program also provides services to participants which may include case management, mental health counseling, transportation, and support groups. These services are provided under a contract by a local service provider.

HOME Tenant-Based Rental Assistance

The federal HOME program is a block grant funding source made through HUD, and is then distributed through an annual application process through the City of Boise’s Housing and Community Development Division. The BC/ACHA’s HOME program is designed to provide temporary housing assistance and services to chronically homeless veterans within Boise City. Participants are provided services to address the reasons for homelessness, by a local service provider.
