BOISE CITY - ADA COUNTY - IDAHO SECTION 8 HOUSING CHOICE VOUCHER PROGRAM
The Boise City/Ada County Housing Authority administers the Section 8 Housing Choice Voucher Program under contract with the U.S. Department of Housing and Urban Development (HUD). The Section 8 Housing Choice Voucher Program enables very-low income families to obtain decent, safe, and affordable rental housing on the private market. The Boise City/Ada County Housing Authority currently assists over 1800 very-low income households with Section 8 rental assistance in Idaho’s Boise City and Ada County.
VERIFICATION OF FAMILY INCOME The BC/ACHA uses the Department of Housing and Urban Development’s (HUD) Enterprise Income Verification (EIV) System to view employment information, wages, unemployment compensation and social security benefit information for any member of an assisted household, at any point in time.
The system also identifies families that may have substantially under reported their household income.
The BC/ACHA will use the EIV system for each reexamination that is processed by your Housing Representative. The EIV system does not eliminate the need for BC/ACHA to obtain additional information about your income, however. We still might need third-party employment verifications (for example) completed by your employer.
It is more important than ever to report all of your changes of family income and household composition within ten (10) days. The EIV system allows BC/ACHA to verify your hire date and income information for all household members. Don’t risk losing your housing assistance. WHEN IN DOUBT, REPORT IT IN WRITING !!!
QUALIFICATIONS In order to qualify for the Section 8 Housing Choice Voucher Program, applicants must earn less than the following income limits established by the U.S. Department of Housing and Urban Development on 2/13/2008

APPLICATIONS Qualified individuals and families must complete an application for assistance and return it to the Boise City/Ada County Housing Authority office. WAITING LIST Due to the large demand for rental assistance in the community and a limited amount of funding, qualifying applicants are placed on a waiting list for Section 8 rental assistance. The waiting list for voucher assistance runs from approximately 36-48 months, depending upon the funding received by the Boise City/Ada County Housing Authority. Applications are placed on the waiting list based on the date and time that the application is received at the Boise City/Ada County Housing Authority Office. Consistent with Boise City/Ada County Housing Authority Agency Plan, the HA will select families based on the following preferences that are based on local housing needs and priorities.
- Public housing residents under or over-housed. (Must also meet one or more of the categories described below #5-#9).
- Applicants with a Family Unification Program referral from the Department of Health & Welfare. (Must also meet one or more of the categories described below #5-#9).
- Applicants with a Homeless Program referral from one of the BC/ACHA recognized referring agencies. (Must also meet one or more of the categories described below #5-#9).
- Applications with a CATCH program referral from the City of Boise (Must meet one or more of the categories below #5-#9).
- A household whose head or co-head (or at least one adult member) is working at least 20 ours per week, with verifiable income or whose head or co-head is participating in a BC/ACHA recognized job preparedness/self-sufficiency program or a household whose head or co-head is either elderly (62 or older), and/or handicapped and unable to work.
- A household whose head or co-head is attending school full time.
- A household consisting of one adult head of household and a child(ren) in the household under the age of 6.
- A one or two-person elderly, disabled or displaced household.
- A household whose head or co-head is fleeing their home due to domestic violence.
All other families on the waiting list without a local preference are considered non-preference families and will be assisted in the order of the date and time of their application only after ALL local preference households have been assisted. The Boise City/Ada County Housing Authority is currently assisting applicants who applied in March 2006.
SUBSIDY STANDARD CHANGES Effective October 1, 2006 the head of household parent (or guardian) and spouse/co-head will be given a separate bedroom subsidy from all other household members
- One bedroom subsidy will be given for every two persons regardless of age/sex relationship
